Globally, where faith and political processes share the public space with indigenous populations, religious leaders of tolerant voice, who desire to transcend the conflict that often divides their peoples, are coming forward. Affirming and enabling these leaders is increasingly becoming the focus of the reconciliation efforts of peace builders, both internally and externally to existing conflict. By way of theoretical analysis and documented case studies from a number of countries, Military Chaplains as Agents of Peace considers Religious Leader Engagement (RLE) as an emerging domain that advances the cause of reconciliation via the religious peace building of chaplains: A construct that may be generalized to expeditionary, humanitarian, and domestic operational contexts. An overview of the benefits and limitations of RLE is offered and accompanied by a candid discussion of a number of the more perplexing questions related to such operational ministry: Influence Activities, Information Gathering for Intelligence Purposes, and the Protected (Non-Combatant) Status of Chaplains.

Schools for Conflict or for Peace in Afghanistan

Foreign-backed funding for education does not always stabilize a country and enhance its statebuilding efforts. Dana Burde shows how aid to education in Afghanistan bolstered conflict both deliberately in the 1980s through violence-infused, anti-Soviet curricula and inadvertently in the 2000s through misguided stabilization programs. She also reveals how dominant humanitarian models that determine what counts as appropriate aid have limited attention and resources toward education, in some cases fueling programs that undermine their goals. For education to promote peace in Afghanistan, Burde argues we must expand equal access to quality community-based education and support programs that increase girls' and boys' attendance at school. Referring to a recent U.S. effort that has produced strong results in these areas, Burde commends the program's efficient administration and good quality, and its neutral curriculum, which can reduce conflict and build peace in lasting ways. Drawing on up-to-date research on humanitarian education work amid conflict zones around the world and incorporating insights gleaned from extensive fieldwork in Afghanistan and Pakistan, Burde recalculates and improves a popular formula for peace.

Operational systems engineering is a methodology that identifies the important components of a complex system, analyzes the relationships among those components, and creates models of the system to explore its behavior and possible ways of changing that behavior. In this way it offers quantitative and qualitative techniques to support the design, analysis, and governance of systems of diverse scale and complexity for the delivery of products or services. Many peacebuilding interventions function essentially as the provision of services in response to demands elicited from societies in crisis. At its core, operational systems engineering attempts to understand and manage the supply of services and product in response to such demands. Harnessing Operational Systems Engineering to Support Peacebuilding is the summary of a workshop convened in November 2012 by the Roundtable on Science, Technology, and Peacebuilding of the National Academy of Engineering and the United States Institute of Peace to explore the question "When can operational systems engineering, appropriately applied, be a useful tool for improving the elicitation of need, the design, the implementation, and the effectiveness of peacebuilding interventions?" The workshop convened experts in conflict prevention, conflict management, postconflict stabilization, and reconstruction along with experts in various fields of operational systems engineering to identify what additional types of nonnumerical systems methods might be available for application to peacebuilding.

The United States and other nations are fast approaching a fateful decision on whether or not to go to war with Iraq. It is difficult to imagine firing the first shots without the U.S. government having a realistic plan for what America and others - above all, the Iraqis themselves - will do the day after the fighting ends. If Washington does not clearly define its goals for Iraq and build support for them domestically and with its allies and partners, future difficulties are bound to quickly overshadow any initial military success. Put simply, the United States may lose the peace, even if it wins the war. This report offers a road map for thinking through a post-war Iraq. It offers a three-phased approach that outlines how Iraq can transition from its immediate precarious situation to a stable, more prosperous future. It also provides a detailed discussion of Iraq's energy capabilities in order to dispel many of the myths currently circulating through policy circles. Without serious early planning for "Iraq the day and decade after," a painful future awaits not only the Iraqi people, but American interests in the region as well. Success or failure in Iraq will be determined by whether the region is more or less stable after direct American involvement. Early planning will not be sufficient to determine a peaceful future. But it is the first necessary step.
